Oppenheimer & Co.Although Iraq sits atop the world's fourth largest proven reserves of conventional crude, decades of sanctions, war, sabotage and negligence have battered the sector that generates about 95 percent of the government's foreign revenues. Iraq hopes to boost its output to 12 million barrels per day by 2017 from about 3 million a day now. Such a surge will only be possible with help from foreign majors.Despite its oil resources, electricity remains spotty, at best, years after Saddam's ouster and the country faces chronic problems with unemployment and private sector growth largely because of daily violence and rampant corruption.Western companies have so far been wary of significant investments in a country where violence has recently spiked, and where tensions are growing between Sunnis and Shiites.During the last two international licensing rounds, Western majors expressed little appetite, and Baghdad signed contracts with a host of state-run com

File: Sen. Ben Nelson talks to reporters in December 2009. (AP)Nebraska Democratic Sen. Ben Nelson, a pivotal figure in the health care debate, announced his retirement Tuesday in a letter to Nebraskans, saying, "Simply: it's time to move on.""It's time for me to step away from elective office, spend more time with my family and look for new ways to serve our state and nation. Therefore, I am announcing today that I will not seek reelection," he said.Nelson's departure is not considered a surprise despite efforts from his allies to encourage him to seek reelection, though Democrats were taken aback that he chose not to run again while holding $3 million in the bank ahead of expected GOP attacks.Sources say the senator has been frustrated for awhile with Washington. He was roundly scorned for his role in the health care debate by Democrats, who were furious with his opposition to the so-called public option and requests for exemption on abortion coverage. He was

APDec. 24, 2011: U.S. Army 1st Cavalry 3rd Brigade soldiers march onto the parade grounds upon their return home from deployment in Iraq, at Fort Hood, Texas.WASHINGTON Americans probably will not be seeing a huge ticker-tape parade anytime soon for troops returning from Iraq, and it is not clear if veterans of the nine-year campaign will ever enjoy the grand, flag-waving, red-white-and-blue homecoming that the nation's fighting men and women received after World War II and the Gulf War.Officials in New York and Washington say they would be happy to help stage a big celebration, but Pentagon officials say they haven't been asked to plan one. Most welcome-homes have been smaller-scale: hugs from families at military posts across the country, a somber commemoration by President Obama at Fort Bragg in North Carolina. With tens of thousands of U.S. troops still fighting a bloody war in Afghanistan, anything that looks like a big victory celebration could be seen as
