This issue has been fixed in grml-udev-config (thanks to Christian), closing this bugreport since swap detection is supposed to working now with current daily builds and final stable release. Thanks for reporting, regards, -mika-

Thanks for the report, Charles! grml-swapon doesn't find any swap partitions because /etc/fstab lacks the according swap entries. Needs further investigation.
