I still can't reproduce this issue and haven't heard anything back since more 
than half a year, closing this bugreport therefore. Please feel free to reopen 
this bugreport if you have any further notes.

Sorry, I couldn't reproduce this problem. Could you please provide more details 
about your setup? Are you using a virtual environment (like kvm, qemu, vmware, 
virtualbox,...)? Which keyboard (PS/2, USB, vendor) are you using?

When booting default (just hitting enter when the bootsplash comes up) on
2010-04 Devel release, the english default keyboard mapping doesn't work correctly

Example:  when i hit dash "-"  i end up with "`"

When i start grml-x x-window-manager   and get into an X11 sesison, i am fine
and my keyboard reacts normally.
