Hi,
grml-etc-core contains the shell libraries
/etc/grml/{script,lsb}-functions used by
grml-{autoconfig,debootstrap,etc,feedback,network,saveconfig,scripts}
This makes it impossible to install, e.g., grml-debootstrap on plain
Debian without cluttering /etc with unwanted files (including skeleton
files). I think these two shell library files should be moved to
grml-shlib.
There are different ways to archive this without touching all packages
depending on grml-etc-core now, but before suggesting one makes sense,
one needs to understand why shell libraries are placed in /etc/ instead
of /usr/.
