Thanks for the cleanup, Frank. I've *absolutely* no idea what I was thinking 
when reporting this bug. 8-) Looking at the bugreport now I 100% acknowledge 
your opinion and what we've is the expected behaviour. :) So closing the 
bugreport with 'won't fix'.

Why?
IMHO, it's the other way round. I'd want locally installed stuff to
overwrite stuff from /usr (eg. stuff from package management).
I wouldn't bother compiling stuff if I don't want it to take
precedance...

For example /usr/local/bin should be placed *behind* /usr/bin inside $PATH IMO.
